Amend 455B.173 to allow the department to keep fees collected from the operation of wastewater treatment facilities

The department proposes to amend Section 455B.173 to specify that the fees charged for the operation of wastewater treatment facilities will go to the department rather than the general fund as specified in 455B.105. The total amount of fees collected will be capped at an amount less than the total amount of funds required to administer the wastewater program.
